The monitoring and evaluation officer in the ministry of Planning, Development and Vision 2030 Baridi Manyasi has said that the government is aimed at attaining a participatory development program so that Wananchi can understand and own development projects.
Addressing representatives of people actively involved in development programs drawn from 9 districts within Bungoma County, Mr. Manyasi said government should remain as technocrats and involve communities in government programs as provided for under the 2010 new constitution and Vision 2030.
He said the government through the ministry of planning is geared towards strengthening national integration and evaluation systems saying other development players must be brought on board so that the projects are actualized.
‘’We want government officials to be positive so that we can move from business as usual to business unusual so that things are done in the right way by involving all skakeholders,’’ he said.
Mr. Manyasi said the government faces a big a challenge of inability to fund its entire projects giving a lee way for the business community, Non- Governmental Organizations and donor funding to be integrated in development programs.
He said as part of supporting institutions, Bungoma Central and Bungoma North districts have benefited from Sh. 8 Million respectively to construct buildings which will house District Development Officers and also as District Information Documentation Center.
In addition, he pointed out that the institutions will also act as community libraries to help members of the public access government information easily.
The officer said that the program which is being carried in the whole country is aimed at sensitizing communities on devolved and how they should be well managed well.
Apart from that he said the program also aims at providing institutional support to varies government agents in terms of infrastructure face-lifting, equipment and furniture so that officers can perform their mandate well to the community.
Further, he disclosed that community empowerment will equip the citizens with relevant information so that they realize that they are part of the development and not that the government is bringing development to them.
