Bungoma MCA Martin Pepela Wanyonyi has said the Jubilee administration hasn’t done enough to cater for people living with disabilities. “For the last four years anybody will accept that Jubilee has performed below average in terms of access to opportunities,” he said, “When they were appointing the head of parastatals and ambassadors, there was no representation for persons living with disabilities in those appointments.” He said that appointments made don’t meet the set target, “They don’t constitute the constitutional threshold.” He added that the government has failed in terms of inclusion, and meeting the terms of public service.
Martin Wanyonyi said that the leaders who have been given the opportunity to represent the challenges people living with disabilities face have done what they can, but the onus rests with the executive. “For example in Bungoma County, implementation rests with Governor Ken Lusaka,” he said, saying that he has actively pushed agendas that address the issue.
He said that the opposition will definitely address problems faced by those ho are abled differently if they take over governance. “The parties in NASA have been able to place people with disabilities at the centre of governance of their respective parties,” he said, citing himself as an example, a member of the ANC Party National Elections Board, and Nominated MP Isaac Mwaura who earlier had a notable position in ODM.
