Call to action as escalating crime in Western Province and North Rift reaches alarming and unacceptable proportions and dimensions |

The majority of law abiding residents of every village, town, trading centre and every type of settlement in Western Province and North Rift are living every night in mortal fear of being attacked by marauding criminals with the risk of being killed, maimed, raped and their property violently stolen. Life is looking short and brutish. The law enforcement agencies in the region from the Provincial Administration being the Sub-Chiefs, Chiefs, District Officers, District Commissioners and Provincial Commissioner to the Kenya Police from the Provincial Police Officer to the Divisional Police Officer to The Police Constable and the Administration Police Structure, the National Security Intelligence Service (NSIS) the Prisons Department, the Office of the Attorney General and the Director of Public Prosecutions have miserably failed to guarantee law and order to the people of Western Province and North Rift. That failure is worse when now the residents rights enshrined in the Bill of Rights of our new Constitution are being trampled upon every night by marauding criminals who continue terrorizing residents left, right and centre with the law enforcement agencies completely unable to prevent them, deter them, arrest them, prosecute them and put them behind bars. Article 26 of the Constitution guarantees the right to life. Article 28 guarantees the right to human dignity. Article 31 guarantees the right to privacy, Article 29 guarantees freedom and security of a person, Article 40 guarantees protection of the right to property. So when criminals every night violate, breach all the above constitutionally guaranteed rights of the citizens, residents of Western Province and North Rift where are the law enforcement agencies? Where is the state that is bound under the Constitution to protect those rights? Where are the elected leaders as Ministers, Members of Parliament, Councillors? West fm asks the questions – how long will the law abiding people of Western Province and North Rift have to endure the terrorism of the criminals every night? How long will fathers, brothers, families have to endure the traumas of mothers, wives, daughters being raped, yes raped in this age of HIV/ AIDS by marauding criminals and the law enforcement agencies do nothing? How long are residents of the region going to endure the traumas of being cut by pangas, machetes or gunned down by marauding criminals? How long are residents going to endure the indignities, humiliations of their hard worked for money, cell-phones, properties being taken forcefully by criminals and without the law enforcement agencies stamping out crime? West fm states that it is evident since 2008 when new MPs and Councillors were elected and Ministers appointed out of the MPs that the state of security in Western Kenya Province and North Rift has only deteriorated and criminal violence and terrorism has now become the fashion and the norm. Time is right here when residents must eject out elected office holders right from Members of Parliament to Councillors for failing to fight for and compel the executive arm of Government to overhaul the law enforcement agencies in the region so that they provide security rather than continue to be decorations, pretenders to the hallowed name of law enforcement agencies. And where are the religious organizations in Western Province and North Rift including all churches, Islamic intuitions, to fight the wanton terrorism being unleashed on law abiding residents of the region by criminals as the law enforcement agencies helplessly watch or work in cahoots with the criminals. Where are the human rights institutions, organizations like the chapters of the Law Society of Kenya, International Commission of Jurists, the Non-Governmental Organizations in the human rights industry, women and children sectors as the innocent people are killed, maimed raped and their property forcefully taken. Where are Maendeleo ya Wanawake and FIDA and other women organizations as the mothers, daughters and grandmothers are raped and defiled by criminals? Where are the International Human Rights bodies like Amnesty International Human Rights Watch and others as Human Rights are trampled upon every night. And where are the institutions in the fight against HIV/AIDS when criminals rabidly rape the mothers and daughters night in, night out and infect them with HIV/AIDS. And lastly, where are the fathers, brothers, husbands, boy friend’s of Honour to stand up for the mothers, wives, grandmothers, daughters of the region living in mortal fear of being raped, defiled by HIV/AIDS infected criminals running amok and rampant in the region during night time as the law enforcement agencies sleep and snore or cheer them on. West fm can only warn the law enforcement agencies in Western Province and North Rift that the people of the region can only tolerate the indignities being meted on them by criminals upto a certain point. The law enforcement agencies must uphold the Constitution of Kenya by defending the human rights of every resident of the region now and everyday or the people will take the law into their hands and defend themselves. International law empowers every human being to defend himself or herself if attacked and more so in their homes. Let all law enforcement agencies in the region know that no husband, father, son, brother can continue to watch helplessly as his wife, mother, daughter, sister is raped? West fm repeats that law and order is not a negotiable matter and it is not a privilege but a right guaranteed by the Constitution to every law abiding citizen. The people of Western Province and North Rift do not want to be told that the police do not have vehicles, do not have fuel, are too few, are underpaid, have no infrastructure or whatever. The people of the region want security to sleep, snore and dream in their homes every night with no fear of being attacked, killed, maimed, raped and their property stolen? The people of Western Province and North Rift deserve the right to security, safety, protection in their persons, their homes, their property as Constitutional rights that are guaranteed. The people of the region will in the face of continued police failure to guarantee security fall back on setting up vigilante groups and arming themselves howsoever to match and protect themselves from criminals. The killings, the maiming, the rapes, the violent robbery of peoples, of property by criminals night in, night out by thugs, the terrorism being inflicted on residents of Western Kenya and North Rift by criminals as the law enforcement agencies watch are INJUSTICES. They are the grossest of injustices that can only be tolerated in a lawless failed state like Somalia or Northern Uganda under the tyranny of Joseph Kony not in a country like Kenya that sings itself hoarse about Vision 2030. To the law enforcement agencies be warned that history has over the centuries been witness to the power of justice. That people will break the law to obtain justice. People will die in wars to win justice. That people can live without food or shelter or love. That people can bear every kind and character of pain except one – the PAIN OF INJUSTICE. Yes, killings, maiming, rape, robbery are all injustices. They cannot continue to be tolerated in Western Province and North Rift any longer. Enough is enough. West fm© |
