ANC leader Musalia Mudavadi has urged MPs to impeach Cabinet Secretaries, who have overseen corruption scandals and have driven the country to heavy debts. Speaking at the party headquarters in Nairobi, Mudavadi said Cabinet Secretaries have been treating the country with a lot of disdain and haven’t been showing respect to the people of Kenya and behave inappropriately when called to explain decisions, “What we see is a relationship that reflects that of a lecturer and students. Cabinet Secretaries behave as if it’s a lecturer in a classroom and they address MPs without any respect,” he added.
He said if MPs are serious about their concerns about the levels of taxation in the country, they should consider the option of impeaching the Cabinet Secretaries, outlining that according to Article 152, the requirements are different compared to an impeachment of the President or Speaker, “It does not require the two thirds majority to impeach a Cabinet Secretary who is misleading the country. To impeach a President you need two thirds, to impeach the Speaker you need two thirds or more but to impeach a Cabinet Secretary you only need the majority..” he said.
The ANC leader said the parliament must also reassert its independence, referring to the Jubilee Parliamentary Group meeting which took place at State House. “Even during the days of Moi, he would have his parliamentary group meetings at the precincts of parliament or at KICC..but we are seeing a situation where members are being told to go to State House. When you go to State House you cease addressing the party leader and you are addressing the Head of State and you feel intimidated.” He said this eventually affects the decisions the MPs make in parliament for they’ll go there to defend the executive instead of legislating for the people.
