Vihiga County Assembly has passed a motion to reinstate former speaker Dan Chitwa after being suspended for misconduct and abuse of office.
The speaker had earlier been suspended by an Ad Hoc committee chaired by Jackson Musoga.
Majority leader Phestas Gerure requested the acting speaker Richard Muhiga to convene a special sitting to recall the speaker after another committee was formed to look into the earlier report that saw the speaker ousted.
The new committee led by Andrew Ahuga and other six members reviewed the report and recommended that the speaker be reinstated as other agencies like Ethics and Anti-corruption Commission (EACC) and ombudsman continue with their investigations.
He was seconded by Benedict Kiwanuka who said that after seven days of their work, they deliberately agreed to review the status of the previous ad hoc committee and recommended that the speaker be reinstated immediately.
The speaker also had been asked to withdraw all court cases against the assembly and be settled out of court before resuming duty.
By the time of going to press the speaker had withdrawn all the cases against the assembly and provided the case files.
The committee said six months had elapsed since his dismissal and therefore he could not interfere with ongoing investigations by the EACC and ombudsman.
However, there were amendments to the report that required that a recognizable human resource firm to undertake staff competency test and qualifications and County Assembly Public Service (CAPSB) board to overhaul legal board.
Earlier the report was silent on the aforementioned matters before central Maragoli MCA Abdalla Chogo raised the concern.
The Vihiga County Assembly speaker had earlier been accused of hiring his cronies to palatial jobs without involving the CAPSB, financial impropriety and setting up a legal team that he controlled immensely.
