Ward bursary fund row ensues in Kibingei ward
Kimilili sub county; Parents eagerly waiting to benefit from the Kibingei ward bursary kitty seems will have to wait a little longer after a misunderstanding ensued between the ward bursary committee and the ward administrator Emmanuel Masungo over the legibility of the beneficiaries.
We have since established that the county government already released the funds but the committee together with the ward administrator has not agreed on the final list of the beneficiaries to be granted the cheques hence the treasurer refusing to append her signature on them.
Florence Oduor the treasurer said the Kibingei ward administrator wants her to go sign the cheques from the Sub County administrator’s office in Kimilili town instead of at the ward office at Namawanga market which she disagrees saying the beneficiaries list must be further vetted by the area MCA Justus Kibaba before she signs.

She further disclosed that her security was not guaranteed after she signed the cheques at the sub counties office last year until late in the night and she comes from a far place hence reaching home was a problem.
On the other hand residents of Kibingei ward seems to have had enough of the wrangles in the office and are now proposing for the ward administrator to be transferred and have another one take over to execute services for them.
Led by George Masika the residents said last year a similar row was experienced which led to freezing of the ward bursary account and would not wish for the same to be repeated saying to save the situation since the administrator is transferable they will be glad to have another ward administrator posted there.
He added that as parents’ their children are still at home awaiting for the bursaries to be given out but the situation not to be forthcoming due to the wrangles in the office saying the ward administrator does not work in harmony with the MCA Justus Kibaba which leads to suffering of the residents at the grass root level.
The Kibingei ward administrator could not be reached for comments but the Kimilili sub county administrator Scholastic Wataka assured the residents that the issue will be addressed jointly with the relevant ministry in the county government and called for patience among the parents.
“The policies and guidelines governing the ward bursary fund must be followed on to the latter which include filling forms, vetting, verification and then awarding of the bursary which is overseen by the ward bursary committee with representatives of the MCA and the ward administrator as the secretary” said Mrs. Wataka.
