Busia county assembly deputy speaker Moses Otee has blamed the petition by some of the Changara residents to be moved to Bungoma County from Busia County on poor leadership on the side of Busia government.
He said the issue was thorny and urged officials from the county government of Busia to tour the area and embrace the residents by listening to their grievances.

In an exclusive interview with www.westfm.co.ke, the deputy speaker said the residents were running to Bungoma “out of desperation”.
“These people feel the Busia leadership has forsaken them that is why they want out.” He said.
“The other side I.e. Bungoma, may have seen this leadership vacuum which they want to exploit for their own selfish reasons.” He added.
He urged the national government to intervene and solve the matter amicably in advance before it is too late.
“The national government should avert the simmering conflict as early as possible before things turn violent.” He observed.
However, the outspoken deputy speaker who is also the Angurai South Mca, urged Sirisia member of parliament John Waluke to avoid creating animosity in the boundary by conducting his activities in Teso North constituency.
He claimed that Mr. Waluke has been seen doing roads and other projects in parts of Changara location something he said was a recipe for chaos.
He reiterated that Changara boundary was known to everyone and asked the ‘architects of conflict’ to take their ‘foolishness’ elsewhere.
Thirty residents of Changara location have petitioned Senate speaker Ekwee Ethuro to ensure the area is moved to Bungoma County, a petition whose copy and signatures have been obtained by West Media Limited.
