ODM gubernatorial aspirant Wilberforce Otichilo will launch his official campaign tomorrow at defunct municipal Council grounds in Mbale town in a bid to oust the incumbent Moses Akaranga. Ottichilo said through his press secretary Frankline Owuor that he will launch his detailed manifesto which is expected to address numerous challenges facing Vihiga residents.
Otichilo who is also Emuhaya MP said he will steer the devolved unit into a new era of sustained development. “As a member of parliament, I have spearheaded several transformative projects in water, roads, education and agriculture among other sectors. I will do the same in the whole County to improve the livelihoods of the residents,” said Otichilo.
The press secretary who was at a local hotel in Hamisi Sub County said Otichilo is the first candidate to unveil his manifesto in the County. Otichilo, a PHD holder in Natural resources Mapping and Assessment and a Master of Science in Biology of Conservation and ecology comes into the race with experience as an MP for Emuhaya for two terms.
The MP was voted as the best performing lawmaker in Kenya in the use of Constituency development fund in 2015. “My participatory approach to development has seen members of the public fully participate in identifying and monitoring development projects that are a key plank to management success,” said Otichilo.
He said his manifesto will strongly focus on creating a lean, efficient and responsive government that is geared towards improving the livelihoods of residents. “I will focus on tackling the endemic corruption that has seen the executive and county assembly being adversely mentioned by corruption watchdogs, especially in parliament and senate,” said Otichilo.
