The chairman of the Senate committee on delegated legislation Mr. Samuel Poghisio has supported calls for a referendum, constitution amendments and reorganization for prosperity to be realized in the country. Mr. Poghisio said the country should have the three-tier system of government.

The West Pokot Senator said that the most important things that should prevail are inclusiveness, unity and harmony to prevail in the country.

Mr. Poghisio said Kenyans should have a clear public participation in issues of development, “We should also conduct proper public participation to this amendment to ensure Kenyans understand it,” said Poghisio.

Poghisio was speaking in Kapenguria accompanied by five Senators from the delegated legislation committee when they visited West Pokot County assembly to familiarize on subsidiary legislation, identify opportunities and challenges facing Counties.

He said the country should embrace the parliamentary system because the Presidential system is creating problems for the nation.

The sentiments were echoed by West Pokot County assembly speaker Ms Catherine Mukenyang who said the three-tier system is important for the easy management of Counties and devolution.

She lauded the committee for the visit, being the first Senate committee to visit the assembly. “We shared and Interacted well with our counterparts from the Senate and we’ve done great deliberation,” she said.
