The Kakamega County assembly has called for the County assembly speaker Morris Buluma to step down for a period of three months to allow investigations on allegations labelled against him, among them, continued absenteeism from the assembly’s proceedings.
The assembly has given the speaker an ultimatum of seven days till next week Tuesday to answer the numerous accusations then proceed on suspension for three months to allow investigations into the matter.
Butsotso South MCA Walter Andati hinted that the speaker among other matters has been accused of attending assembly sessions only when he has a matter that the executive wants passed. He also does not work to ensure that the budget is implemented as passed by the County assembly and entertains redirecting of committee allocations to unknown votes.
They claim that his decisions as the head of the assembly has costed the assembly a lot of finances given that they are always challenged in a court of law. “You are always absent from presiding over the house sitting unless the business on the order paper has the interest of the county CEO. You have put off your phone and disconnected yourself from honorable members,” read part of the memorandum addressed to the Speaker.
According to the MoU, most of the MCAs have not been granted mortgage privileges and cannot access any any information relating to the account despite pledging to avail the same a year ago. The assembly has called upon the speaker to step aside for three months as a committee is established to investigate further on issues raised and fast track its implementation.
