The Energy and Petroleum Regulatory Authority (EPRA) and the Consumers Federation of Kenya(COFEK) held a Consumer Dialogue Forum on Thursday to addres the concerns about Liquefied Petroleum Gas (LPG) Regulations that allow customers to switch cylinder brands at will without having to buy another. In his speech, EPRA’s Director of Petroleum and Gas Mr. Edward Kinyua said that all cooking gas firms will undergo licencing to operate piped gas systems in residential areas.
He said that through licencing, private entities will be able to put up storage facilities and pipes to house and offer consumers easy access to cooking gas.Under the LPG regulations 2019, the mandatory LPG cylinder exchange system was replaced by mutual cylinder exchange system that is expected to end illegal refilling and rebranding without brand owners consent.As a result companies will have to agree among themselves on cylinder exchange at the point of sale.However, retailers will be issuing customers with receipts that show date of sale, serial number and brand name.
