As Kenyans continue seeking answers and thorough investigations into the now infamous fertilizer scandal that rocked the country a few months ago, a member of the National Assembly is seeking the removal of Agriculture Cabinet Secretary Frankline Mithika Linturi in the National Assembly.
Bumula legislator Jack Wanami Wamboka of DAP-K has been collecting signatures of Members of Parliament who support his move to seek removal of the CS from office and has now gone a step further by presenting his notice of motion to the Speaker of the National Assembly on the same matter.
Addressing the press at the National Assembly’s media center, the first time MP said that he is seeking to have the CS removed due to grave allegations of misconduct by the CS in his handling of the fake fertilizer and seed scandals.
“In light of the recent events surrounding the fertilizer and seed scandals, it is with deep concern and sense of duty that I announce an introduction of a motion in the National Assembly for the dismissal of Agriculture Cabinet Secretary Mithika Linturi,” Wamboka told journalists as he read a statement.
He added that the motion is rooted in grave allegations of gross misconduct, violation of constitutional provisions and serious breaches of public trust.
Wamboka who was accompanied by fellow legislator from Laikipia North Sarah Korere revealed that he has sent his notice of motion to the Speaker and has enough support and grounds that are sufficient to impeach the CS.
“I have collected signatures from Members of Parliament from across the political divide from Kenya Kwanza and Azimio and therefore this is now about political divisions but it is a motion for Kenyans and I ask the speaker to approve this motion so that we can have the quickest way possible to eradicate the shame that is facing Kenyans,” said the MP.
Wamboka and Korere further called on President William Ruto to also heed their move and remove the CS from office noting that he is not fit to hold public office basing on the scandals and misconduct behaviours that he has entangled himself in even before he was appointed to the position of the CS.
“I am calling upon CS Linturi Mithika to vacate himself from that docket before we get to him because investigations cannot be done effectively when he is in office and therefore it is wise for him to step aside and if he has nothing to hide and not culpable then he will definitely come back,” said MP Korere.
Wamboka has now hinted that he will table the motion on the floor of the house next week if the Speaker of National Assembly Moses Wetang’ula approves his notice of motion.
The firebrand Azimio MP has vowed to tackle the CS on the floor of the house with no fear or intimidation from any quarters and declared that he cannot be bought or wooed to drop the motion under any circumstances.
” I cannot be bought the way CS Linturi at some point in the past collected signatures seeking to impeach then CS Anne Waiguru but when the day for tabling of the motion came he was nowhere to be seen and was reported to be having fun in Naivasha, I am not that type and let him stop sending people to me for talks,” Wamboka asserted.
To table an impeachment motion of a Cabinet Secretary, a member needs to collect signatures from a quarter of the members of the National Assembly which is equivalent to 88 members in support of the motion and here Wamboka has collected 110 signatures from fellow Members of Parliament.
If the motion reaches the floor of the house, it needs one third of the members of the house to support it to pass for removal from office of the Cabinet Secretary in this case one third of 349 members is 117 members.
