Bungoma MCAs have threatened to paralyze County government operations if the County administration will not respect the County assembly decisions. The comments came moments after the Public Service Board head Joseph Makata failed to answer queries related to employment of village administrators. Speaking to the press, Khalaba MCA and the chairman of the Public Administration committee Majimbo Okumu said it’s inappropriate for the County government to say there are vacancies for administrators yet there is no outlined pay structure for those who will be employed.
He said the money which will be used to pay the administrators is deducted from the gratuity payments. “You cant advertise jobs yet you want to use gratuity you have deducted from that person working, that money isn’t even sufficient to give village administrators. They didn’t even advertise which job groups the administrators will be under or even the salary scale,” he said, “The lowest amount that should be paid to a village administrator should be Kshs 30,000 and if you add allowances it will be about Kshs 35,000. For 236 admins, they require about Kshs 96 million.”
He further questioned where the money budgeted for in the 2018/19 financial year was used, given that even social workers haven’t been paid, “They haven’t accounted for it and we don’t want simple PR moves.” He urged Bungoma Governor Wycliffe Wangamati to respect the proposals of the County Public administration Committee.
