In a decisive move to enhance the management and operations of cooperatives across Kenya, the Council of Governors (COG), under the leadership of Agriculture and Cooperatives Committee led by Chairperson of Bungoma Governor Kenneth Lusaka, has called on the National Assembly to expedite the consideration and passage of the proposed amendments to the Cooperative Bill 2024. The request follows a series of consultations aimed at addressing key issues related to cooperative governance.
During a consultative meeting held today at the Continental House in Nairobi, Governor Lusaka emphasized the critical need for a robust legal framework to guide the operations of cooperatives, highlighting the Bill’s contentious aspects such as registration, operational affairs, inspections, and issuance of demand notices.
Governor Lusaka asserted, “The Constitution of Kenya assigns County Governments the responsibility of overseeing trade development, including cooperative societies. We urge the National Assembly to support our joint memorandum to ensure effective governance and sustainable development of cooperatives.”
The COG’s proposal stresses the importance of addressing persistent challenges faced by cooperatives, including poor management and outdated systems. Governor Lusaka advocated for continuous automation, simplified processes, and improved governance to bolster the effectiveness of these grassroots organizations.
Additionally, the COG has proposed significant revisions to the 2024 Cooperative Tribunal clauses, advocating for the inclusion of key stakeholders and representatives from the Council of Governors to ensure comprehensive oversight and representation.
As the National Assembly considers these crucial amendments, the Council of Governors remains committed to advancing cooperative societies as vital instruments for grassroots empowerment and economic growth.
