Former minority leader in the Kakamega County assembly Titus Kwoma has accused Members of the County Assembly serving their second term for conspiring with Governor Wycliffe Oparanya to scrap bursary and ward development funds from the County budget.
Speaking in Lugari, Kwoma disclosed that before the assembly was dissolved ahead of the August 8th, 2017 general election it had approved a full budget where the bursary and ward development fund had been factored. According to Kwoma, each ward was expected to receive Kshs 2 million for bursary and Kshs 10 million for development.
He said it was disappointing how some of the MCAs who played a role in approving the budget were easily convinced by the Governor to scrap the bursary and ward development fund and redirect it elsewhere.
He said the ward development fund was aimed at improving infrastructure such as feeder roads, dispensaries among other facilities at the ward level.
Kwoma accused the MCAs whom he said had failed in their mandate of representing and fighting for the rights of the electorate and instead allowed to be manipulated as puppets by governor Oparanya.
The former Chekalini MCA appealed to the MCAs to shun seeking self benefits and carry out amendments which will benefit Kakamega County residents. “Over the years we’ve been told education is the key to development but it’s disappointing as other Counties were allocating millions of shillings to sponsor high school, college and university students,
Kakamega County was shooting itself in the arm by denying its children the opportunity to access education by scrapping bursary kitty, this is serious and the MCAs must rethink their move,” said Kwoma.
He said the governor had nothing to lose since he was serving his last term, but for the MCAs who will seek re-election, they’ll have a hard time convincing the electorate if they don’t make the right decision.
