As the campaigns to popularize the Building Bridges Initiative (BBI) report gain momentum, Likuyani MP Dr. Enoch Kibunguchy wants amendments done on the document ahead of the planned referendum.
Addressing mourners during the burial of Ford Kenya party vice chairman Likuyani branch Sylvester Wanyama alias Pikipiki in Sinoko ward, Kibunguchy questioned how the proposal to create 70 new constituencies was arrived at saying the proposed constituencies are not fairly distributed.
He explained with disappointment that despite having a big population the former Western province had only been allocated five constituencies out of the 70 with majority being created in the Central region.
“And even Kenyans didn’t ask for the seventy new constituencies when they were giving their views to the BBI task force. There are more important issues which were raised by Kenyans which have not been factored in the report,” said Dr. Kibunguchy.
The MP also objected to the move to scrap the women representative posts from the constitution and replace it by senators.
However on revenue allocation to the Counties, Dr. Kibunguchy supported the proposed 35% but wants the same percentage to be used to distribute resources to the wards for any meaningful development to be witnessed at the ward level.
He also wants all Cabinet Secretaries to be appointed from members of parliament at the national level and all Chief Executive Committee Members at the County level to be appointed from Members of the County assembly.
