Vihiga County Assembly members have passed a motion to suspend house speaker Dan Chitwa over abuse of office and misconduct.

“The vouchers the speaker received for his honeymoon were written under the county assembly executive accountant name without her knowledge in a bid to avoid suspicions which were later erased,” reads part of the report tabled.
He is also accused of employing staffs in his office without involving the Public Service Board which is permitted to hire employees.
“36 positions were advertised but through his guidance as the Chairman of the County Assembly Public Board a 100 staffs were employed on permanent basis without due process of advertising the jobs,” said the chairman.
After a heated debate 27 MCA’s supported the motion, eight opposed, three abstained while one remember was absent.
A section of the members proposed that the committee amends the report to impeach the speaker instead of suspension but majority opposed arguing that the speaker refused to appear before the panel.
The house also agreed that the speaker steps aside for Anti-graft agency and office of the administration of Justice to undertake further investigations on his conduct.
Further MCA’s agreed to engage a reputable human resource firm to audit all the county assembly staffs to determine their academic qualifications.
They also mandated the County assembly public service board to overhaul the house legal team.
