Nandi MCAs led by the County Chair of the implementation committee Gideon Koech have urged the Senators to consider the interests of Kenyans and support the Commission on Revenue Allocation’s (CRA) Third Basis Revenue Allocation formula, which has divided Senators, with its basis of using population as the main derivative of allocating funds. Speaking in Kapsabet, the legislators cited that the Senate should end their stalemate and discharge their Constitutional mandate by resolving the issue amicably to facilitate the release of resources to the Counties.
They lamented that the delay in assenting to the formula has paralysed the running of the devolved units, and an amicable solution should be found quickly, “The delay has undermined development in Counties and the Senators should consider putting the interests of Kenyans first,” they said. The Senate has failed to agree on the allocation formula for the seventh time and on Tuesday, the debate was adjourned further to pave the way for talks.
The least populous Counties are positioned to lose with most of them from the North Eastern and Coastal regions. However, some Senators from the most populous Counties have taken a stand against the Third Basis formula even though their Counties stand to gain the most, notably Nairobi Senator Johnson Sakaja, Kakamega’s Cleophas Malala and Machakos Senator Boniface Kabaka.
