The Senate’s Devolution Committee has proposed coming up with legislation that will make it harder for MCAs to impeach County Assembly Speakers. Controversial scenes have been witnessed in Nairobi, Homa Bay and Nyandarua Counties, where MCAs have taken a stand against the respective County speakers, sparking more questions than answers. In Nairobi, MCAs forced their way into Nairobi MCA Beatrice Elachi’s office and wanted to forcefully remove her even after the court had suspended her impeachment. Addressing the press, some Senators, including Senator Cherargei said they’re targeting a change in the process of evicting County Assembly speakers, noting that a lot of the wrangles revolve around funds.
Nandi Senator Samson Cherargei said MCAs should focus on their main roles, “They should remain focused on the critical roles of legislation, oversight, issues of annual development plan, the issue of the budget-making process, so that we don’t lose focus by impeaching speakers at the expense of what they should be doing,” he said.
The Nandi Senator said some Governors may be behind the impeachment attempts targeting speakers, “That is why you find speakers very vocal in terms of discharging their mandate, some of the Governors do sponsor the manipulation of MCAs such that at the end of the day the MCAs impeach the speaker,” he said.
