Vihiga Governor-Elect Wilber Otichilo has said that he will have an efficient, effective and lean government for better service delivery. Otichilo said that he will overhaul the current government structure and will put more emphasis on personnel skills and service delivery.
“I need a government structure that is inclined towards offering better services to our people for sustainable development,” said Otichilo. He said all the employees will have to sign performance contracts and meet their set targets as required by the County government.
Otichilo who was addressing the press at the County offices in Mbale, said performance contracting is a national policy which should be adhered to. He said the County’s wage bill is beyond 56% of the internally received revenue thus channeling few funds for development purposes.
“The Wage bill shouldn’t exceed 35% of revenue collected internally in normal circumstances and therefore we need to reduce our wage bill to cater for development,” he said.
The former Emuhaya MP said devolution was meant to create development at the grass root level but not an avenue of employment.
He however dispelled any fear that employees will be sacked but said where necessary they will be deployed to appropriate places of work. “Employees should not go into panic mode. We will allow natural attrition to take its course as a way of reducing wage bill,” he said.
