President William Ruto has urged the National Assembly and the Senate to work together to set up the Senate Oversight Fund which will be used to provide oversight over millions allocated to counties.
Addressing the Parliament in a joint sitting during the official opening of the 13th Parliament, Ruto announced that he will be allocating Kshs 50 billion every year to the Hustlers Fund from which micro, small, and medium enterprises can access affordable credit to start and expand their businesses, adding that his government will leverage on technology in the management and disbursement of the Hustler Fund.
On NG-CDF, the President insisted on its importance saying there is a way it can be aligned to the tenets of the Constitution as he revealed that it has made life better for citizens.
The Head of State said he has instructed National Treasury to work with ministries to find savings of Ksh300 billion in this year’s budget, saying his government will bring it further down so that there will be a recurrent budget surplus by the third year. In this regard, the Treasury should ensure that it cuts down on unnecessary expenditure.
He asked the Parliament to consider a mechanism in the Standing Orders to facilitate Cabinet Secretaries articulate government agenda, explain policy and answer questions on the floor of the House to enhance executive accountability to the people of Kenya through their elected representatives.
He told the Parliament that the people of Kenya expect much from them, therefore, said it is their chance to achieve real change by working together to make Kenya a land of equal opportunity for all where every Kenyan is proud to call home.
He promised to run an administration that is open, transparent, and said his administration will rely on oversight from both Houses to make sure the public gets value for every cent invested in every policy, program and project.
