The Supreme Court has given National Assembly Speaker Justin Muturi and Senate Speaker Ken Lusaka 14 days to prepare a report on the status of the legislative process in the ongoing Division of Revenue case. The Court ordered parliament to pursue further mediation on the matter. The Divison of Revenue Bill 2019, which caters for the equitable share between the national and County governments, has caused a stir in parliament, with MPs and Senators failing to agree on the amount to be given to Counties, even after a mediation team had been formed.
President Uhuru Kenyatta had pointed out that the national government doesn’t have the money Governors want, Kshs 335 billion, and that the two levels of government can only share what is available. However, Governors moved the petition on the Bill to court, saying it poses a threat to devolution, with Counties underfunded. Chief Justice David Maraga had earlier urged the leaders to find an amicable solution to the matter.
