The Constitution Implementation Oversight Committee Members and other government officials from the Western region of Kenya on Friday held a public meeting at Kanduyi Red Cross Hall, Bungoma County to brief and gather public opinions on The Election (Amendment )Bill (National Assembly Bill No.41 Of 2021) And The Elections Campaign Financing (Amendment) Bill (National Assembly bill No.37 Of 2021).
In attendance were members of the public, area chiefs, Kanduyi Assistant County Commissioner Mr. Ali Hassan, and Members of The Committee who included Hon. Didmus Barasa, Kimilili Member of Perliament, Hon. Raphael Wanjala, Budalangi Member of Parliament, Hon. Dr. Christine Ombaka, Siaya County Women Rep, Hon Catherine Wambilianga Bungoma County Women Rep.
The election bill is sponsored by the Constitution Implementation Oversight Committee (CIOC) through its chairman, Hon. Jeremiah Kioni.
The bill when passed will realize the implementation of Article 90 (2) (c) as it will enhance equity and ensure that the list of nominees for the county assembly seats reflects the true face of the county. Only persons who are registered voters in the county will be eligible for nomination in the county.
The bill will enhance representation to the extent that person who are nominated are being registered voters in a particular county, will be more aware of the issues affecting the county thereby able to effectively articulate and address those issues through their respective assemblies.
Addressing the press during the campaign, Hon. Raphael Wanjala said the campaigns will be taken to all the 47 counties of Kenya.
“We are spread all over Kenya; today we came here more than six members and others are at Nyamira today and tomorrow they will be visiting Homa Bay County while we will be visiting Busia.” Said Wanjala
It was published on 1st October 2021 and went through the First reading in the National Assembly on 9th November, 2021. The bill seeks to amend section 34 of the Election Act, 2011, to provide that persons nominated to the county assemblies by political parties pursuant to Article 177 of the Constitution, shall be persons who are registered voters in the county.
