The National Assembly Justice and Legal Affairs Committee has approved the nomination of Twalib Mbaraka as the new Ethics and Anti-Corruption Commission (EACC) CEO, with parliament set to approve or reject the nomination. Twalib appeared before the JLAC last week for vetting and indicated he’ll set up a tough stance against corruption. “The committee recommends that pursuant to the provision of Section 16 (1) of the EACC Act, the house approves the nomination of Mbarak for appointment as CEO of EACC by the appointing authority,” read the Committee’s statement. The final endorsement or rejection rests with the Members of Parliament, who convened a special sittings et for Tuesday afternoon to make the decision. If approved, Mbarak’s name will eb forwaded to President Uhuru Kenyatta for oofcila appoitment.
Twalib, who had stints in the military and is currently working at KenGen, had delivered a revealing analysis of graft and had termed it as a unique crime when he appeared before the Justice and Legal Affairs Committee. “Corruption is very unique. It’s the only offence that has no complainant, somebody has given money, and someone else receives, no one has complained…it’s up to the state to prove that something took place,” he said. He is set to replace the outgoing EACC CEO Halakhe Wako who has served his six-year term.
