The motion in parliament seeking to pass the two-thirds gender rule has failed for the fourth time. This is due to a lack of quorum in the House, with only 174 MPs present, out of the required 233. Speaker Justin Muturi said he couldn’t proceed due to the quorum hitch, “The motion is thus lost,” he affirmed. The Bill, which seeks to secure more women representation in parliament and to bridge the gender gap as stipulated in the 2010 Constitution has faced several failed trials to have it implemented.
In November last year, Majority Leader Aden Duale, who was the mover of the Bill, called for its deferment to this month, after another lack of quorum. Ahead of the initial d-day last year, leaders had called for support for the Bill, including President Uhuru Kenyatta.
