Vihiga County Assembly has passed motions to impeach two County Executive Committee Members (CECs). During a special sitting called at the Chambers, all the 38 members of the Assembly unanimously agreed to pass motions that lead to the decision to impeach Marita Agufana (CEC Sports, Youth, Gender and Culture) and her counterpart Alfred Indeche (CEC Finance and Economic Planning) over alleged embezzlement of funds.
The two are accused of planning to defraud the County government Kshs 18 million meant for sporting activities.
Meanwhile, the house also passed a motion to allow two chief officers to be investigated for the role they played in the saga.
Livingstone Imbayi (Finance and Planning) and Wycliffe Manyulu ( Acting Sports, youth, gender and culture) are to be investigated for allegedly facilitating opening of a private account where they deposited funds meant to facilitate sporting activities contrary to the Constitution and the requirements of Public Finance Management Act 2012.
While tabling the motion for the impeachment of Agufana, the Chairperson of the Sports, Youth, Gender and Culture Eric Odei accused the CEC of what he termed as gross misconduct and violation of Section 119 of Public Finance Management Act of 2012 for allowing transfer of public funds to a private account.
“When my Committee called the CEC to defend herself, she categorically stated that she allowed the transfer of the cash to a private account to prevent the funds being wired back to the treasury upon expiry of the financial year on June 30th,” said the Gisambai MCA.
Meanwhile, the speaker of the Vihiga Assembly Hasna Mudeizi urged members of the two ad-hoc committees to do a professional job and allow justice take its course.
