Kanduyi MP Wafula Wamunyinyi has condemned Bungoma County Governor Kenneth Lusaka for misusing the county’s money in preparation for the International Investment Conference.
Speaking to West Fm, Kanduyi MP Wafula Wamunyinyi said the governor never involved leaders from Bungoma County in the preparation of three-day conference that began on 26th October and ended on 28th October 2016. He said the governor had failed as a county leader.
“An Investment conference is meant to bring and attract investors, you have to show opportunities that are available and how you can partner with them for prosperity, and before that you have to do a thorough consultation,” cited Wamunyinyi.
“I was invited two weeks ago, thereafter I received a short message from the governor himself meant for invitation I looked at it and took it lightly because that was not the proper way for him to invite me since am the host, so he was to involve me fully in the preparation,” he affirmed.
Wamunyinyi revealed that all the Members of Parliament from the county never attended the function since they were excluded by those who were responsible for the preparation of the conference.
“When planning for a function that is fruitful, as a leader you have to consult other leaders, you may wonder why all leaders never attended the function it is a clear indication that there is no understanding among county leaders, we don’t plan together, there is no consultation and the governor runs the county as he wants, he should know that we are major stakeholders in determining the county’s progress,” stated Wamunyinyi.
He went ahead accusing the county government of being involved in corruption, citing the Chwele chicken slaughter house which doesn’t operate yet a lot of money was used in the project.
“Public money which was to be used to buy drugs and other hospital needs has been swindled to buy one wheelbarrow at Kshs.109,000, very expensive hooks in the slaughter house, this shows that the slaughterhouse was built without a plan or they just wanted to use money in other ways. Was this the correct priority for the people of Bungoma?” he posed.
Concerning contracts, Wamunyinyi revealed that most contracts are given to allies of the governor. “It is so shameful because there are many corrupt incidences that have happened in Bungoma County, we have seen CID officers, Anti-corruption officers carry computers to go and investigate the rampant corruption in the County. Money is reported to have been misused and has been even found in County officers houses but nobody has been taken to court so we wonder. In fact, the wheelbarrow issue has never been solved and it remains outstanding,” wondered Wamunyinyi.
“I called the officer in charge of health and informed him about Bulondo hospital that had no water for a period of time, imagine a maternity wing operating with no water, he only promised to send people to go and solve the problem,” he said, “As a County government, they have failed to give proper attention to the issue,” he reiterated.
He furthered his sentiments that the governor even never involved local residents and investors when it came to supplying tents, chairs and provision of catering services, instead, he went outside the county looking for these services.
“How can the governor go outside the county to just look for tents, chairs and more so catering team? This is clear indication that the suppliers of the above are his friends. Why and how is he taking all these outside the county? Then how will local investors look at this?” he stressed.
