The Senators of Kakamega, Bungoma, Busia, Trans Nzoia Counties should stop this double speak, ambivalence, semantics concerning the revenue allocation formula.
The third generation formula as proposed by the Commission on Revenue Allocation (CRA) is designed to bring equity to allocation of resources based on population.
The preceding first and second generation revenue sharing formulas for County resources from the National Budget was not equitable as it downgraded the population factor and led to sparsely populated Counties receiving resources that were disproportionate to their population.
It is strange that Senators from the Counties of Kakamega, Bungoma, Busia which were disadvantaged by the last two formulas continue to send mixed signals, some even opposing the new formula that will result in increased funds being brought to their Counties.
Let the three Senators know that any opposition by any of them to the third generation formula must be and will be treated as betrayal, treason to the people of Kakamega, Bungoma, Busia Counties, who elected them to represent them and ensure they receive resources. The sentence for such betrayal, treason of the electorate must be clear that they will vote out of office those Senators if they dare seek for re-election for the office of Senator or any other elective office.
An elected leader who votes against the interests of those who elected him is totally unfit to represent that electorate. Indeed such a leader ought to resign from that office for to continue to pretend to represent that electorate is duplicity, double standards.
Where are civil society activists to initiate the collection of signatures for removal of elected leaders who are openly working against the interest of their electorate? The third generation formula’s emphasis of one vote one shilling is a direct representation of democracy. It cannot be that in a democracy one person is entitled to one vote and in revenue sharing some thinly populated Counties are unconstitutionally given more than one shilling per one vote and the densely populated Counties people are marginalized to one vote is equal to less than one shilling.
When it comes to the third generation formula, a message to the Senators of Kakamega, Bungoma, Busia, Trans Nzoia Counties is that you either support it or commit political suicide by voting against it. On this one, you won’t be pampered.You must vote for the people who elected you or vote against the formula knowing that there are consequences for betrayal of your electorate ad that is that you will be consigned to the political dustbin of rejection come 2022.
