Likuyani MP Dr. Enoch Kibunguchy has defended his development track record in the last four and half years. As if in response to his critics, Kibunguchy gave his scorecard highlighting some of the development projects he has successfully implemented in the constituency while in office.

Addressing electorate at his Seregeya home when he officially launched his re-election campaign, Kibunguchy said that apart from the many completed and ongoing infrastructural projects under CDF covering education, health, bridges and roads, he intends to initiate more projects that will benefit the community.

Promising to fulfil his promises, Kibunguchy said he has put modalities in place for jumpstarting several educational projects meant to boost academic standards in the area to ensure it competes favourably with top-ranked schools across the country.

“Apart from ECD, education is a national government function and the greatest gift any parent can give to his or her child is education and I am delighted and encouraged to note that our education standards have improved tremendously, but we must do more. I, therefore, pledge to complete rehabilitation of all our old primary schools, complete the infrastructural development of all our young school as well as complete the establishment of secondary schools from all primary schools that have over 700 pupils,” said Kibunguchy.

The Likuyani MP also promised to complete construction of classrooms, twin laboratories, dining halls, libraries and computer laboratories, administration blocks and dormitories in all secondary schools to accommodate more students in the view of the anticipated Free Secondary Education and the introduction of the new 2-6-6-3 system of
Education.

He also assured residents completion of Kongoni Technical Training Institute by December this year promising to fully sponsor all the pioneer students from his constituency to the Institute.

He also pledged to increase bursary allocation to first-year university students from Kshs. 10, 000 to Kshs. 20,000 and also increase the number of university students who are eligible to get laptops.

On health, the MP vowed to work together with like-minded legislators to initiate a referendum soon after elections to revert the sector back to the national government. “Apart from Kenyatta National Hospital and Moi Teaching and Referral Hospital, health is a fully devolved function and as a medical doctor, I strongly believe that it was a big mistake to devolve health to Counties. Industrial unrest in the sector was unheard of, now its commonplace and rampant, professionalism has been thrown out of the window and replaced by tribalism and cronyism, we must change this,” said Kibunguchy.

He said after the referendum, he will ensure Likuyani and Matunda Sub County hospitals have requisite wards, theatres, X-ray equipment, ambulances, mortuaries, drugs, equipment and adequate staff apart from establishing strategic dispensaries and health centres. He also pledged to explore the possibility of starting a Medical Training
College (MTC) in the area.

On infrastructural sector, Kibunguchy said it was a shared function between the National and County governments and he was only working on ‘class C roads’ which include Turbo–River Nzoia road, Matunda–Kona mbaya–River Nzoia road, River Nzoia–Matunda–Nangili road and Soy Turbo road.

He said plans were at an advanced stage for tarmacking of the roads and promised to ensure all the remaining bridges were constructed to ease movement.

Under his development slogan ‘Kazi iendelee’ the Likuyani MP who gave out his
eleven point agenda, said it was not exhaustive but it was realistic, pragmatic and achievable adding that it was an agenda of transparency, equity and fairness.

“I am equally proud that I have not discriminated against anybody on the basis of tribe or religion, funds, opportunities and assistance have been shared equally. I am the first to admit that we are not out of the woods yet, but small yet significant steps have been taken, we have laid the vital foundation stone and as everyone can see Likuyani
constituency is not the same as it was four years ago,” he said “I humbly ask for your votes by making a limited set of important promises. It is my solemn principle not to promise what I cannot deliver, and to deliver what I promise.”

The function was also attended by Kakamega Senator Dr. Bonny Khalwale and several Ford Kenya candidates for various posts in Kakamega County.
